Development of Town Owned Solar Photovoltaic Project at Town-Owned Capped Landfill

The Town of Truro seeks proposals from qualified renewable energy developers for the design and construction of a Town financed and owned solar photovoltaic array on the town-owned capped landfill.  
Proposals must include a description and location of the proposed project in compliance with laws and regulations, associated costs, preliminary solar designs, estimated kWh generation, project timelines, pricing for the design and construction of the project and post-construction monitoring of operations of the project.
Respondents should include options for revenue-generation, including application to the Solar Massachusetts Renewable Target (SMART) program and any other governmental incentives.  The successful respondent will be required to cooperate with the Town in applying to SMART and any other incentive program.
A mandatory Pre-Proposal Conference will be held on June 25th at 10:00am at Truro Town Hall, 24 Town Hall Rd., Truro, MA.
Proposals as described within should be submitted to Acting Town Manager, Kelly S. Clark and Jarrod J. Cabral, Public Works Director, Town of Truro, 24 Town Hall Road, P.O. Box 2030, Truro, MA 02666, no later than 1:00pm, July 3, 2025, an electronic copy shall be submitted as well as the hard copy of the proposal to ksclark@truro-ma.gov and jcabral@truro-ma.gov . Late proposals will not be accepted.
The Town of Truro reserves the right to reject any or all proposals which are not responsible and/or responsive, in whole or in part, as deemed in the best interests of the Town, in accordance with G.L. c.30B, Uniform Procurement Act.

Great Hollow Beach Access Improvements

The town of Truro invites sealed Bids for the proposed construction of a new public access structure at the Great Hollow Beach parking lot.  Sealed Bids will be received at the Town of Truro, Town Hall, Attn:  Jarrod Cabral - Director of Public Works, 24 Town Hall Road, Truro, MA 02666 until the bid deadline of 2:00 P.M. on Wednesday, June 25, 2025.  Late bids will be rejected.  Immediately following the bid deadline, bids will be publicly opened in the same building.
Digital (PDF) copies of the Contract Documents may be obtained as of 12:00 noon Thursday, May 30, 2025, by transmitting an email request to the Truro Department of Public Works at jcabral@truro-ma.gov. An email response with a download link will be provided to the requester between 8:00 a.m. and 4:00 p.m. Mon - Fri.  The contract and bid documents are also posted on the Town Bids and Proposals website.
Sealed envelopes containing bids shall be clearly marked "Bid - Great Hollow Beach Access Improvements Project".
NOTE: One original and one (1) copy of each bid shall be submitted.  NO emailed or faxed proposals will be accepted.
The "Great Hollow Beach Access Improvements Project" consists of the construction of a new public access structure.
The Contract Time shall be ninety (90) Calendar Days, commencing 10 (10) days following the Effective Date of the Agreement.
